國務院辦公廳印發《關于切實加強高標準農田建設提升國家糧食安全保障能力的意見》

  近日,國務院辦公(gong)廳印發(fa)《關(guan)于切實加強高標準農田(tian)建設提升(sheng)國家糧食安全保障能力的意見》(以下簡稱(cheng)《意見》)。

  《意(yi)見》指出,要(yao)以習近平新時代中(zhong)國(guo)特色社會(hui)主義思(si)想為(wei)指導,全面貫徹黨的十九大和十九屆二中(zhong)、三中(zhong)、四中(zhong)全會(hui)精神,緊緊圍(wei)繞(rao)實施鄉村振興戰(zhan)略,按照農(nong)業高(gao)質量發展要(yao)求,以提升(sheng)糧(liang)食產能為(wei)首要(yao)目標(biao),突出抓好(hao)耕地(di)保護(hu)、地(di)力提升(sheng)和高(gao)效(xiao)節水灌溉,大力推進高(gao)標(biao)準(zhun)農(nong)田建設(she),加快補(bu)齊農(nong)田基礎設(she)施短板,提高(gao)水土資源利用(yong)效(xiao)率,切實增強農(nong)田防災抗災減災能力,為(wei)保障國(guo)家糧(liang)食安全提供堅實基礎。

  《意見》提(ti)出,要堅持夯(hang)實基礎(chu)、確保產(chan)能,因地制宜、綜合治理(li),依法(fa)嚴管、良田(tian)糧用,政府主導、多元參與等原則,切實加強高(gao)(gao)標(biao)(biao)準農田(tian)建(jian)設。確保到(dao)(dao)2022年全國建(jian)成(cheng)10億(yi)畝集中連片、旱澇保收、節水高(gao)(gao)效、穩產(chan)高(gao)(gao)產(chan)、生態(tai)友好的高(gao)(gao)標(biao)(biao)準農田(tian),以此穩定保障1萬億(yi)斤以上糧食(shi)產(chan)能;到(dao)(dao)2035年全國高(gao)(gao)標(biao)(biao)準農田(tian)保有量進一步提(ti)高(gao)(gao),不斷(duan)夯(hang)實國家糧食(shi)安全保障基礎(chu)。

  《意(yi)見》強(qiang)調,要(yao)構(gou)建(jian)(jian)集中(zhong)統(tong)一高效的管(guan)理新體制。一是(shi)統(tong)一規劃布局。修(xiu)編全(quan)國高標(biao)準農(nong)(nong)(nong)(nong)田(tian)(tian)建(jian)(jian)設(she)(she)(she)規劃,集中(zhong)力量在永久基(ji)本農(nong)(nong)(nong)(nong)田(tian)(tian)保護區(qu)(qu)(qu)(qu)、糧食(shi)生產(chan)(chan)(chan)功能區(qu)(qu)(qu)(qu)、重(zhong)要(yao)農(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)生產(chan)(chan)(chan)保護區(qu)(qu)(qu)(qu)建(jian)(jian)設(she)(she)(she)高標(biao)準農(nong)(nong)(nong)(nong)田(tian)(tian)。二是(shi)統(tong)一建(jian)(jian)設(she)(she)(she)標(biao)準。研究(jiu)制定分(fen)區(qu)(qu)(qu)(qu)域、分(fen)類型的高標(biao)準農(nong)(nong)(nong)(nong)田(tian)(tian)建(jian)(jian)設(she)(she)(she)標(biao)準及(ji)定額,健全(quan)耕地質量監(jian)測評(ping)(ping)價標(biao)準。三是(shi)統(tong)一組(zu)織(zhi)實施。及(ji)時分(fen)解落實高標(biao)準農(nong)(nong)(nong)(nong)田(tian)(tian)年(nian)度(du)建(jian)(jian)設(she)(she)(she)任務,同步發(fa)展高效節水灌溉。四是(shi)統(tong)一驗收考核。按(an)照糧食(shi)安全(quan)省長(chang)責(ze)任制考核要(yao)求,進一步完善高標(biao)準農(nong)(nong)(nong)(nong)田(tian)(tian)建(jian)(jian)設(she)(she)(she)評(ping)(ping)價制度(du),強(qiang)化評(ping)(ping)價結果運用。五是(shi)統(tong)一上(shang)圖(tu)(tu)入庫(ku)。建(jian)(jian)立農(nong)(nong)(nong)(nong)田(tian)(tian)管(guan)理大數據平臺,把各(ge)級(ji)農(nong)(nong)(nong)(nong)田(tian)(tian)建(jian)(jian)設(she)(she)(she)項目各(ge)階段相關信息上(shang)圖(tu)(tu)入庫(ku),建(jian)(jian)成全(quan)國農(nong)(nong)(nong)(nong)田(tian)(tian)建(jian)(jian)設(she)(she)(she)“一張圖(tu)(tu)”和監(jian)管(guan)系統(tong)。

  《意見》明確(que),要強(qiang)化資金投(tou)入(ru)和機(ji)制(zhi)(zhi)創新。建(jian)(jian)立健全(quan)農(nong)(nong)田(tian)建(jian)(jian)設投(tou)入(ru)穩定增長機(ji)制(zhi)(zhi),將農(nong)(nong)田(tian)建(jian)(jian)設作為財政支(zhi)出(chu)重點(dian)事項。發揮(hui)政府投(tou)入(ru)引導和撬動(dong)作用,完善新增耕地(di)指標調劑(ji)收益使用機(ji)制(zhi)(zhi)。開展綠色(se)農(nong)(nong)田(tian)建(jian)(jian)設示(shi)范,推進高(gao)標準(zhun)農(nong)(nong)田(tian)建(jian)(jian)設整縣(xian)示(shi)范。建(jian)(jian)立健全(quan)高(gao)標準(zhun)農(nong)(nong)田(tian)管護(hu)(hu)機(ji)制(zhi)(zhi),明確(que)管護(hu)(hu)主體,落實(shi)管護(hu)(hu)責任,確(que)保建(jian)(jian)成(cheng)的工程設施正常運行。

  《意見》要(yao)(yao)求,農(nong)(nong)田(tian)建設實行(xing)中央統籌、省負總責、市縣抓(zhua)落實、群眾(zhong)參與(yu)的工(gong)作機(ji)制。加大基礎支撐,推進農(nong)(nong)田(tian)建設法規制度(du)建設。嚴(yan)格(ge)保護(hu)利用(yong),對建成(cheng)的高標準農(nong)(nong)田(tian),要(yao)(yao)劃為永久基本農(nong)(nong)田(tian),實行(xing)特殊保護(hu)。加強(qiang)風險防控(kong)和工(gong)作指導,強(qiang)化農(nong)(nong)田(tian)建設資金(jin)全過(guo)程績(ji)效管(guan)理。

  提升國家糧食安全保障能力(li)的意見(jian)

  各省、自(zi)治區(qu)、直轄市人(ren)民政府,國務院各部委、各直屬機構:

  確保(bao)(bao)重要農(nong)(nong)產品特別是糧(liang)食(shi)(shi)供給,是實施(shi)鄉村振興戰略的(de)首要任務。建(jian)設高標準農(nong)(nong)田,是鞏固(gu)(gu)和提高糧(liang)食(shi)(shi)生產能力(li)(li)(li)、保(bao)(bao)障(zhang)國家(jia)(jia)糧(liang)食(shi)(shi)安全(quan)的(de)關鍵舉措(cuo)。近(jin)年(nian)來,各(ge)地各(ge)有關部門認(ren)真貫(guan)徹(che)黨(dang)中央、國務院決策部署,大力(li)(li)(li)推進(jin)高標準農(nong)(nong)田建(jian)設,取得了明顯成(cheng)效。但我國農(nong)(nong)業基礎設施(shi)薄弱、防災抗災減災能力(li)(li)(li)不強的(de)狀(zhuang)況尚未根本改(gai)變,糧(liang)食(shi)(shi)安全(quan)基礎仍不穩固(gu)(gu)。為切實加強高標準農(nong)(nong)田建(jian)設,提升(sheng)國家(jia)(jia)糧(liang)食(shi)(shi)安全(quan)保(bao)(bao)障(zhang)能力(li)(li)(li),經國務院同意,現提出以下意見。

  一(yi)、總體要求

  (一)指導(dao)思想。以(yi)習近平新時(shi)代中(zhong)國特色社會(hui)(hui)主義思想為指導(dao),全(quan)面貫徹(che)黨(dang)的十九大(da)(da)和十九屆二中(zhong)、三中(zhong)、四中(zhong)全(quan)會(hui)(hui)精(jing)神,緊緊圍繞實(shi)施鄉村振興戰略,按照農(nong)業高質量發展要求,推動藏糧(liang)(liang)于地、藏糧(liang)(liang)于技,以(yi)提升(sheng)糧(liang)(liang)食產能為首要目標,聚焦重(zhong)點區域,統籌整合資金(jin),加大(da)(da)投入力(li)度,完善建(jian)設(she)(she)內容,加強建(jian)設(she)(she)管理,突出抓好耕(geng)地保護(hu)、地力(li)提升(sheng)和高效節水灌溉,大(da)(da)力(li)推進高標準農(nong)田建(jian)設(she)(she),加快補齊農(nong)業基(ji)礎(chu)設(she)(she)施短板,提高水土資源利(li)用效率,切(qie)實(shi)增強農(nong)田防災抗災減災能力(li),為保障國家糧(liang)(liang)食安全(quan)提供堅實(shi)基(ji)礎(chu)。

  (二)基(ji)本原(yuan)則。

  夯實基礎,確保(bao)產(chan)能(neng)。突出糧食和重要農產(chan)品優勢區,著力完(wan)善農田基礎設施,提(ti)升耕地質量,持續改善農業(ye)生產(chan)條件,穩步(bu)提(ti)高(gao)糧食生產(chan)能(neng)力,確保(bao)谷物基本自(zi)給、口糧絕對安全。

  因地制宜,綜(zong)合治理。嚴守生態保護紅線,依據自然資源(yuan)稟賦和國土空(kong)間、水(shui)資源(yuan)利用等規劃,根據各地農業生產特征,科學確定高標準農田(tian)建設布局、標準和內容,推進田(tian)水(shui)林路(lu)電綜(zong)合配(pei)套。

  依法(fa)嚴管,良田糧(liang)用(yong)。穩定農(nong)村土地承(cheng)包(bao)關系,強化用(yong)途管控,實行最嚴格的保護措施,完善管護機制,確保長期(qi)發揮效益。建(jian)立健(jian)全激勵和約束機制,支持高標準農(nong)田主要(yao)用(yong)于糧(liang)食生(sheng)產。

  政(zheng)府(fu)(fu)主導,多元參(can)與。切實落實地方(fang)政(zheng)府(fu)(fu)責任(ren),持續(xu)加大資(zi)金投(tou)入(ru),積極引導社會力(li)量開展農田(tian)建(jian)設。鼓勵農民和農村集體經濟組(zu)織自(zi)主籌資(zi)投(tou)勞,參(can)與農田(tian)建(jian)設和運營管理。

  (三(san))目(mu)標任務。到2020年(nian),全(quan)(quan)國(guo)建成(cheng)8億畝(mu)集(ji)中連片、旱澇保(bao)收、節水高(gao)(gao)(gao)(gao)效、穩產高(gao)(gao)(gao)(gao)產、生態友好的(de)高(gao)(gao)(gao)(gao)標準農田(tian);到2022年(nian),建成(cheng)10億畝(mu)高(gao)(gao)(gao)(gao)標準農田(tian),以(yi)此穩定保(bao)障1萬億斤以(yi)上糧(liang)食(shi)產能(neng);到2035年(nian),通(tong)過持續(xu)改造提升,全(quan)(quan)國(guo)高(gao)(gao)(gao)(gao)標準農田(tian)保(bao)有量進一(yi)步(bu)提高(gao)(gao)(gao)(gao),不斷夯實(shi)國(guo)家糧(liang)食(shi)安(an)全(quan)(quan)保(bao)障基(ji)礎。

  二、構建集中統一高效(xiao)的管理新體制(zhi)

  (四(si))統一(yi)規(gui)劃(hua)布(bu)局。開(kai)展(zhan)高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)田(tian)(tian)(tian)建(jian)(jian)(jian)設(she)(she)(she)專項(xiang)清查,全面(mian)摸清各地高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)田(tian)(tian)(tian)數量(liang)、質量(liang)、分布(bu)和(he)利用狀況。結合國(guo)(guo)土空間、水資源利用等相關規(gui)劃(hua),修編全國(guo)(guo)高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)田(tian)(tian)(tian)建(jian)(jian)(jian)設(she)(she)(she)規(gui)劃(hua),形成國(guo)(guo)家、省(sheng)、市、縣四(si)級(ji)農(nong)田(tian)(tian)(tian)建(jian)(jian)(jian)設(she)(she)(she)規(gui)劃(hua)體系,找(zhao)準(zhun)(zhun)潛(qian)力區(qu)(qu)(qu)(qu)域,明確(que)目(mu)標(biao)(biao)任(ren)務和(he)建(jian)(jian)(jian)設(she)(she)(she)布(bu)局,確(que)定重大工(gong)程(cheng)、重點項(xiang)目(mu)和(he)時序安排。把(ba)高(gao)效節水灌(guan)溉作為高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)田(tian)(tian)(tian)建(jian)(jian)(jian)設(she)(she)(she)重要內容,統籌規(gui)劃(hua),同步(bu)實施。在(zai)永久基本農(nong)田(tian)(tian)(tian)保(bao)(bao)護(hu)區(qu)(qu)(qu)(qu)、糧食(shi)(shi)生產(chan)功能區(qu)(qu)(qu)(qu)、重要農(nong)產(chan)品(pin)生產(chan)保(bao)(bao)護(hu)區(qu)(qu)(qu)(qu),集中力量(liang)建(jian)(jian)(jian)設(she)(she)(she)高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)田(tian)(tian)(tian)。糧食(shi)(shi)主(zhu)產(chan)區(qu)(qu)(qu)(qu)要立足打造糧食(shi)(shi)生產(chan)核心區(qu)(qu)(qu)(qu),加快區(qu)(qu)(qu)(qu)域化(hua)整(zheng)體推進(jin)高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)田(tian)(tian)(tian)建(jian)(jian)(jian)設(she)(she)(she)。糧食(shi)(shi)主(zhu)銷(xiao)區(qu)(qu)(qu)(qu)和(he)產(chan)銷(xiao)平(ping)衡區(qu)(qu)(qu)(qu)要加快建(jian)(jian)(jian)設(she)(she)(she)一(yi)批(pi)高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)田(tian)(tian)(tian),保(bao)(bao)持糧食(shi)(shi)自給率。優先(xian)支持革命老(lao)區(qu)(qu)(qu)(qu)、貧(pin)困地區(qu)(qu)(qu)(qu)以及工(gong)作基礎好的地區(qu)(qu)(qu)(qu)建(jian)(jian)(jian)設(she)(she)(she)高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)田(tian)(tian)(tian)。(農(nong)業農(nong)村(cun)部、國(guo)(guo)家發展(zhan)改革委、財(cai)政(zheng)部、自然(ran)資源部、水利部和(he)地方各級(ji)人(ren)民(min)政(zheng)府按職(zhi)責分工(gong)負責。以下均需地方各級(ji)人(ren)民(min)政(zheng)府負責,不再列出(chu))

  (五)統一建(jian)(jian)設(she)標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)。加(jia)快修訂(ding)高標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)農(nong)(nong)(nong)田(tian)(tian)建(jian)(jian)設(she)通則,研究(jiu)制定分區(qu)域、分類型(xing)的高標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)農(nong)(nong)(nong)田(tian)(tian)建(jian)(jian)設(she)標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)及定額,健全(quan)耕地質量監(jian)測評價標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun),構建(jian)(jian)農(nong)(nong)(nong)田(tian)(tian)建(jian)(jian)設(she)標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)體系。各省(區(qu)、市)可(ke)依據國家標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)編制地方標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun),因(yin)地制宜開展農(nong)(nong)(nong)田(tian)(tian)建(jian)(jian)設(she)。完善高標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)農(nong)(nong)(nong)田(tian)(tian)建(jian)(jian)設(she)內容(rong)(rong),統一規范工程(cheng)建(jian)(jian)設(she)、科(ke)技服務(wu)和建(jian)(jian)后管護等要求。綜合考慮農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村發展要求、市場(chang)價格變化(hua)等因(yin)素,適時調整建(jian)(jian)設(she)內容(rong)(rong)和投資標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)。在確(que)保(bao)完成新增高標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)農(nong)(nong)(nong)田(tian)(tian)建(jian)(jian)設(she)任務(wu)的基礎上,鼓(gu)勵地方結合實際(ji),對(dui)已建(jian)(jian)項(xiang)目區(qu)進行改(gai)(gai)造提升。(農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村部、國家發展改(gai)(gai)革委(wei)、財(cai)政部、水利部、國家標(biao)(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)委(wei)按職責分工負(fu)責)

  (六)統(tong)一組織實(shi)施(shi)。及(ji)時分解落實(shi)高(gao)標準農(nong)(nong)(nong)田年度(du)建設(she)(she)任務,同步發展(zhan)高(gao)效(xiao)節水(shui)灌溉。統(tong)籌整合各渠道農(nong)(nong)(nong)田建設(she)(she)資(zi)金,提升資(zi)金使用效(xiao)益。規(gui)范開(kai)展(zhan)項目前(qian)期準備(bei)、申報(bao)審批(pi)、招標投標、工(gong)(gong)程施(shi)工(gong)(gong)和監(jian)理、竣工(gong)(gong)驗收、監(jian)督檢查、移交管護(hu)等工(gong)(gong)作,實(shi)現農(nong)(nong)(nong)田建設(she)(she)項目集中統(tong)一高(gao)效(xiao)管理。嚴格(ge)執(zhi)行建設(she)(she)標準,確保建設(she)(she)質(zhi)量(liang)。充(chong)分發揮農(nong)(nong)(nong)民主體作用,調(diao)動(dong)農(nong)(nong)(nong)民參與高(gao)標準農(nong)(nong)(nong)田建設(she)(she)積極性,尊重農(nong)(nong)(nong)民意愿,維護(hu)好農(nong)(nong)(nong)民權益。積極支持新型(xing)農(nong)(nong)(nong)業經營主體建設(she)(she)高(gao)標準農(nong)(nong)(nong)田,規(gui)范有序推(tui)進農(nong)(nong)(nong)業適度(du)規(gui)模(mo)經營。(農(nong)(nong)(nong)業農(nong)(nong)(nong)村(cun)部、國家發展(zhan)改(gai)革委、財政部、水(shui)利部按(an)職(zhi)責分工(gong)(gong)負責)

  (七)統一(yi)驗收考(kao)核。建(jian)立健全(quan)“定期(qi)調度、分析研判、通報約談(tan)、獎優(you)罰(fa)(fa)劣”的(de)任(ren)務落(luo)實機制,確保年度建(jian)設任(ren)務如期(qi)保質保量完(wan)成(cheng)。按照糧食(shi)安全(quan)省長(chang)責任(ren)制考(kao)核要求,進一(yi)步完(wan)善高(gao)標(biao)準農(nong)(nong)田(tian)建(jian)設評價制度。強化評價結果運(yun)用,對完(wan)成(cheng)任(ren)務好的(de)予以(yi)傾斜(xie)支持(chi),對未完(wan)成(cheng)任(ren)務的(de)進行約談(tan)處罰(fa)(fa)。嚴(yan)格(ge)按程序(xu)開展農(nong)(nong)田(tian)建(jian)設項目竣工驗收和(he)評價,向社會(hui)統一(yi)公示公告,接(jie)受(shou)社會(hui)和(he)群眾監督(du)。(農(nong)(nong)業農(nong)(nong)村部(bu)、國家發展改革委、財政部(bu)、國家糧食(shi)和(he)儲備局按職責分工負責)

  (八)統(tong)一上(shang)(shang)圖(tu)入(ru)庫(ku)。運(yun)用遙感監(jian)控(kong)等技(ji)術,建立(li)農田(tian)管理(li)大數(shu)(shu)據(ju)平臺,以土(tu)地利(li)用現(xian)狀圖(tu)為(wei)底圖(tu),全面承接高標(biao)(biao)準(zhun)農田(tian)建設歷史數(shu)(shu)據(ju),統(tong)一標(biao)(biao)準(zhun)規范、統(tong)一數(shu)(shu)據(ju)要求,把(ba)各(ge)級農田(tian)建設項目立(li)項、實施、驗(yan)收(shou)、使用等各(ge)階段相(xiang)關信息上(shang)(shang)圖(tu)入(ru)庫(ku),建成全國(guo)農田(tian)建設“一張圖(tu)”和(he)監(jian)管系統(tong),實現(xian)有(you)(you)據(ju)可查、全程監(jian)控(kong)、精(jing)準(zhun)管理(li)、資源(yuan)共享。各(ge)地要加快完成高標(biao)(biao)準(zhun)農田(tian)上(shang)(shang)圖(tu)入(ru)庫(ku)工作(zuo),有(you)(you)關部(bu)門(men)要做(zuo)好(hao)相(xiang)關數(shu)(shu)據(ju)共享和(he)對接移交等工作(zuo)。(農業(ye)農村部(bu)牽頭,國(guo)家發展改革委、財政部(bu)、自(zi)然資源(yuan)部(bu)、水利(li)部(bu)按職責(ze)分工負(fu)責(ze))

  三、強化資金投入(ru)和機制創新

  (九)加強財(cai)(cai)政投(tou)(tou)入(ru)保(bao)障。建(jian)立健全農(nong)田建(jian)設(she)(she)投(tou)(tou)入(ru)穩(wen)定增長機制。各(ge)地要優(you)化財(cai)(cai)政支(zhi)出(chu)(chu)結構,將農(nong)田建(jian)設(she)(she)作為重點(dian)事項,根據(ju)高標(biao)準(zhun)(zhun)農(nong)田建(jian)設(she)(she)任務、標(biao)準(zhun)(zhun)和成本(ben)變化,合理保(bao)障財(cai)(cai)政資金(jin)投(tou)(tou)入(ru)。加大土(tu)地出(chu)(chu)讓收入(ru)對高標(biao)準(zhun)(zhun)農(nong)田建(jian)設(she)(she)的(de)支(zhi)持力度。各(ge)地要按規定及時落實地方支(zhi)出(chu)(chu)責(ze)任,省級財(cai)(cai)政應承擔地方財(cai)(cai)政投(tou)(tou)入(ru)的(de)主要支(zhi)出(chu)(chu)責(ze)任。鼓(gu)勵有(you)條件的(de)地區在(zai)國家確定的(de)投(tou)(tou)資標(biao)準(zhun)(zhun)基礎上,進一步(bu)加大地方財(cai)(cai)政投(tou)(tou)入(ru),提(ti)高項目投(tou)(tou)資標(biao)準(zhun)(zhun)。(財(cai)(cai)政部、國家發展改革委(wei)、農(nong)業農(nong)村部按職責(ze)分工(gong)負責(ze))

  (十(shi))創新投(tou)融(rong)資(zi)模式。發(fa)揮政(zheng)府(fu)投(tou)入引(yin)導和(he)撬動作(zuo)用(yong),采取投(tou)資(zi)補助(zhu)、以獎(jiang)代補、財政(zheng)貼息等(deng)多種方式支持(chi)高(gao)(gao)標(biao)準農田(tian)建(jian)設(she)(she)(she)。鼓勵地(di)方政(zheng)府(fu)有序(xu)引(yin)導金(jin)(jin)融(rong)和(he)社會資(zi)本投(tou)入高(gao)(gao)標(biao)準農田(tian)建(jian)設(she)(she)(she)。在(zai)嚴格規(gui)范政(zheng)府(fu)債(zhai)(zhai)務(wu)管理(li)的(de)同時,鼓勵開發(fa)性、政(zheng)策性金(jin)(jin)融(rong)機構結合(he)職(zhi)能(neng)定位和(he)業務(wu)范圍支持(chi)高(gao)(gao)標(biao)準農田(tian)建(jian)設(she)(she)(she),引(yin)導商業金(jin)(jin)融(rong)機構加(jia)大信貸投(tou)放力(li)度。完(wan)善政(zheng)銀(yin)擔(dan)合(he)作(zuo)機制,加(jia)強與信貸擔(dan)保(bao)等(deng)政(zheng)策銜(xian)接(jie)。鼓勵地(di)方政(zheng)府(fu)在(zai)債(zhai)(zhai)務(wu)限額(e)內(nei)發(fa)行(xing)債(zhai)(zhai)券(quan)支持(chi)符合(he)條(tiao)件(jian)的(de)高(gao)(gao)標(biao)準農田(tian)建(jian)設(she)(she)(she)。有條(tiao)件(jian)的(de)地(di)方在(zai)債(zhai)(zhai)券(quan)發(fa)行(xing)完(wan)成前,對預(yu)算已(yi)安(an)排債(zhai)(zhai)券(quan)資(zi)金(jin)(jin)的(de)項目可先行(xing)調度庫款開展建(jian)設(she)(she)(she),債(zhai)(zhai)券(quan)發(fa)行(xing)后及時歸(gui)墊。加(jia)強國(guo)(guo)際合(he)作(zuo)與交流,探索利用(yong)國(guo)(guo)外(wai)貸款開展高(gao)(gao)標(biao)準農田(tian)建(jian)設(she)(she)(she)。(財政(zheng)部、中國(guo)(guo)人民(min)銀(yin)行(xing)、中國(guo)(guo)銀(yin)保(bao)監會、農業農村部按職(zhi)責分工負責)

  (十一)完善新(xin)(xin)增耕(geng)地(di)(di)指(zhi)(zhi)標(biao)(biao)調劑(ji)收(shou)(shou)益使用(yong)機制。優化高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)(nong)田(tian)(tian)建設(she)新(xin)(xin)增耕(geng)地(di)(di)和新(xin)(xin)增產能的核(he)(he)定(ding)流程(cheng)、核(he)(he)定(ding)辦法。高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)(nong)田(tian)(tian)建設(she)新(xin)(xin)增耕(geng)地(di)(di)指(zhi)(zhi)標(biao)(biao)經核(he)(he)定(ding)后,及時納入(ru)(ru)補充耕(geng)地(di)(di)指(zhi)(zhi)標(biao)(biao)庫,在滿足本區域(yu)耕(geng)地(di)(di)占(zhan)補平衡需求的情況下,可用(yong)于跨區域(yu)耕(geng)地(di)(di)占(zhan)補平衡調劑(ji)。加(jia)強(qiang)新(xin)(xin)增耕(geng)地(di)(di)指(zhi)(zhi)標(biao)(biao)跨區域(yu)調劑(ji)統籌和收(shou)(shou)益調節(jie)分配,拓展高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)(nong)田(tian)(tian)建設(she)資金投入(ru)(ru)渠道。土地(di)(di)指(zhi)(zhi)標(biao)(biao)跨省(sheng)域(yu)調劑(ji)收(shou)(shou)益要(yao)按規定(ding)用(yong)于增加(jia)高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)(nong)田(tian)(tian)建設(she)投入(ru)(ru)。各地(di)(di)要(yao)將省(sheng)域(yu)內高(gao)標(biao)(biao)準(zhun)(zhun)農(nong)(nong)田(tian)(tian)建設(she)新(xin)(xin)增耕(geng)地(di)(di)指(zhi)(zhi)標(biao)(biao)調劑(ji)收(shou)(shou)益優先(xian)用(yong)于農(nong)(nong)田(tian)(tian)建設(she)再投入(ru)(ru)和債券償還、貼息(xi)等。(財政部(bu)、自然資源部(bu)、農(nong)(nong)業(ye)農(nong)(nong)村部(bu)按職(zhi)責分工負責)

  (十二(er))加強(qiang)示(shi)(shi)范引領。開展(zhan)綠色農(nong)田建設(she)示(shi)(shi)范,推動耕地質量(liang)保護(hu)提(ti)升、生(sheng)(sheng)態(tai)涵養(yang)、農(nong)業(ye)面(mian)源污染防治(zhi)和田園生(sheng)(sheng)態(tai)改(gai)善有機融合,提(ti)升農(nong)田生(sheng)(sheng)態(tai)功能。選取(qu)一批(pi)土壤鹽堿(jian)化、酸化、退化和工(gong)(gong)程(cheng)性(xing)缺水等區域,針對農(nong)業(ye)生(sheng)(sheng)產存在的主要(yao)障礙因素,采(cai)取(qu)專項工(gong)(gong)程(cheng)措施開展(zhan)高標準農(nong)田建設(she),為相同類(lei)型區域高標準農(nong)田建設(she)進(jin)行試驗示(shi)(shi)范。在潛力大、基礎條件好、積(ji)極性(xing)高的地區,推進(jin)高標準農(nong)田建設(she)整縣示(shi)(shi)范。(農(nong)業(ye)農(nong)村部、生(sheng)(sheng)態(tai)環(huan)境部按(an)職(zhi)責分工(gong)(gong)負(fu)責)

  (十(shi)三)健全(quan)工(gong)(gong)程(cheng)管護(hu)機(ji)制。結合農(nong)(nong)村集(ji)體產(chan)權制度和農(nong)(nong)業水價綜合改革,建(jian)立健全(quan)高標(biao)準農(nong)(nong)田管護(hu)機(ji)制,明確管護(hu)主體,落實管護(hu)責任。各(ge)地要建(jian)立農(nong)(nong)田建(jian)設項目管護(hu)經費合理保障機(ji)制,調動受益主體管護(hu)積極性,確保建(jian)成的工(gong)(gong)程(cheng)設施正常運行(xing)。將(jiang)建(jian)后管護(hu)落實情況納(na)入年度高標(biao)準農(nong)(nong)田建(jian)設評價范(fan)圍。(農(nong)(nong)業農(nong)(nong)村部(bu)、國家發展改革委、財(cai)政(zheng)部(bu)、自然資(zi)源部(bu)、水利部(bu)按職責分工(gong)(gong)負(fu)責)

  四(si)、保(bao)障措施(shi)

  (十四)加(jia)強組(zu)織領(ling)導。農(nong)田建(jian)設(she)實行中(zhong)央統籌、省負總(zong)責(ze)、市縣抓落實、群(qun)眾(zhong)參與的工(gong)作機制(zhi)。強化省級政府(fu)一(yi)把手(shou)負總(zong)責(ze)、分(fen)管(guan)領(ling)導直接負責(ze)的責(ze)任(ren)制(zhi),抓好(hao)規劃(hua)實施、任(ren)務(wu)落實、資(zi)金(jin)保(bao)障(zhang)、監督評(ping)價和(he)運營管(guan)護(hu)等工(gong)作。農(nong)業(ye)農(nong)村(cun)部(bu)門(men)要全面履行好(hao)農(nong)田建(jian)設(she)集中(zhong)統一(yi)管(guan)理職(zhi)(zhi)責(ze),發展改革(ge)、財政、自(zi)然(ran)資(zi)源、水利(li)、人民銀行、銀保(bao)監等相關部(bu)門(men)按照職(zhi)(zhi)責(ze)分(fen)工(gong),密切配合,做(zuo)好(hao)規劃(hua)指(zhi)導、資(zi)金(jin)投入、新增(zeng)耕地核定(ding)、水資(zi)源利(li)用和(he)管(guan)理、金(jin)融支持等工(gong)作,協(xie)同(tong)推進高標準農(nong)田建(jian)設(she)。及時總(zong)結和(he)推廣(guang)好(hao)經驗好(hao)做(zuo)法,營造農(nong)田建(jian)設(she)良好(hao)氛圍。(農(nong)業(ye)農(nong)村(cun)部(bu)牽頭,國(guo)家發展改革(ge)委、財政部(bu)、自(zi)然(ran)資(zi)源部(bu)、水利(li)部(bu)、中(zhong)國(guo)人民銀行、中(zhong)國(guo)銀保(bao)監會按職(zhi)(zhi)責(ze)分(fen)工(gong)負責(ze))

  (十五)加大(da)基(ji)礎(chu)支撐。推(tui)進農(nong)(nong)田(tian)(tian)(tian)建(jian)(jian)設(she)法(fa)規(gui)制度(du)建(jian)(jian)設(she),制定完(wan)善項目管理(li)(li)、資(zi)金管理(li)(li)、監(jian)督評估和監(jian)測評價等辦法(fa)。加強農(nong)(nong)田(tian)(tian)(tian)建(jian)(jian)設(she)管理(li)(li)和技(ji)(ji)(ji)術(shu)服(fu)務(wu)體系隊伍建(jian)(jian)設(she),重點配強縣鄉兩(liang)級工作力量,與當地高標準農(nong)(nong)田(tian)(tian)(tian)建(jian)(jian)設(she)任務(wu)相(xiang)適應。圍(wei)繞(rao)農(nong)(nong)田(tian)(tian)(tian)建(jian)(jian)設(she)關(guan)(guan)(guan)鍵技(ji)(ji)(ji)術(shu)問題,開展科(ke)(ke)學研(yan)究(jiu),組(zu)織(zhi)科(ke)(ke)技(ji)(ji)(ji)攻關(guan)(guan)(guan)。大(da)力引進推(tui)廣高標準農(nong)(nong)田(tian)(tian)(tian)建(jian)(jian)設(she)先進實用(yong)技(ji)(ji)(ji)術(shu),加強工程建(jian)(jian)設(she)與農(nong)(nong)機農(nong)(nong)藝技(ji)(ji)(ji)術(shu)的集成(cheng)和應用(yong),推(tui)動科(ke)(ke)技(ji)(ji)(ji)創新與成(cheng)果轉化。加強農(nong)(nong)田(tian)(tian)(tian)建(jian)(jian)設(she)行業管理(li)(li)服(fu)務(wu),加大(da)相(xiang)關(guan)(guan)(guan)技(ji)(ji)(ji)術(shu)培(pei)訓力度(du),提(ti)升農(nong)(nong)田(tian)(tian)(tian)建(jian)(jian)設(she)管理(li)(li)技(ji)(ji)(ji)術(shu)水(shui)平。(農(nong)(nong)業農(nong)(nong)村部、國(guo)家發展改革委、科(ke)(ke)技(ji)(ji)(ji)部、財政部、水(shui)利部按職責(ze)分工負(fu)責(ze))

  (十六(liu))嚴(yan)(yan)(yan)格保(bao)護利(li)用。對建成的(de)高標準(zhun)農(nong)田,要(yao)劃為永久(jiu)基本(ben)農(nong)田,實行特殊保(bao)護,防止(zhi)(zhi)“非農(nong)化(hua)”,任何單(dan)位和(he)個人不(bu)得損毀、擅(shan)自占用或改(gai)變用途(tu)。嚴(yan)(yan)(yan)格耕地(di)占用審批(pi),經(jing)依(yi)法批(pi)準(zhun)占用高標準(zhun)農(nong)田的(de),要(yao)及時補(bu)充,確保(bao)高標準(zhun)農(nong)田數量不(bu)減(jian)少、質量不(bu)降低。對水(shui)毀等自然(ran)損毀的(de)高標準(zhun)農(nong)田,要(yao)納入年度建設任務,及時進行修復或補(bu)充。完(wan)善糧食主產區利(li)益(yi)補(bu)償機制和(he)種(zhong)糧激勵政(zheng)策(ce),引(yin)導高標準(zhun)農(nong)田集中用于重要(yao)農(nong)產品(pin)特別是糧食生產。探(tan)索合理(li)耕作制度,實行用地(di)養地(di)相結合,加(jia)強后續培肥,防止(zhi)(zhi)地(di)力下降。嚴(yan)(yan)(yan)禁將不(bu)達標污水(shui)排(pai)入農(nong)田,嚴(yan)(yan)(yan)禁將生活垃(la)圾(ji)、工(gong)業廢棄物等傾倒、排(pai)放、堆存(cun)到農(nong)田。(農(nong)業農(nong)村部(bu)(bu)、自然(ran)資源部(bu)(bu)、國家發(fa)展改(gai)革委、財政(zheng)部(bu)(bu)、生態環境(jing)部(bu)(bu)按職(zhi)責(ze)分工(gong)負責(ze))

  (十七)加強(qiang)(qiang)風險防(fang)控。樹立良(liang)好(hao)作(zuo)風,強(qiang)(qiang)化廉政建設,嚴(yan)肅工(gong)作(zuo)紀律(lv),切實防(fang)范農(nong)田建設管(guan)理風險。加強(qiang)(qiang)對(dui)農(nong)田建設資金全過程績(ji)效(xiao)管(guan)理,科學設定績(ji)效(xiao)目標,做好(hao)績(ji)效(xiao)運行監控和評(ping)價,強(qiang)(qiang)化結果(guo)應用。加強(qiang)(qiang)工(gong)作(zuo)指(zhi)導,對(dui)發(fa)(fa)現的(de)問題及時督促整改(gai)(gai)。嚴(yan)格跟蹤問責,對(dui)履(lv)職(zhi)不(bu)(bu)力、監管(guan)不(bu)(bu)嚴(yan)、失職(zhi)瀆職(zhi)的(de),依(yi)法依(yi)規(gui)追(zhui)究有關人員責任。(農(nong)業農(nong)村部、國(guo)家(jia)發(fa)(fa)展改(gai)(gai)革委、財政部按職(zhi)責分工(gong)負(fu)責)
